NEWTON-ON-TRENT PARISH COUNCIL

MINUTES

AN ORDINARY MEETING OF THE PARISH COUNCIL held on Tuesday 12th December 2023 beginning at7.00 pm.

St Peter’s Church, High Street, Newton on Trent.

01.   Those Present.

02.   Apologies for Absence.

Cllr S. Kopetzki. Having been informed of the reason for her absence, Council approved her absence.

03.   Declarations of Interest.

None received.

04.   Approval of the Minutes of the last meeting, 

Resolved.  That the Minutes of the last meeting, held on Monday 13th November 2023, be approved as a true record.

Proposed Cllr Spink.    Seconded Cllr Cheetham.    Carried unanimously.

05.   Matters Arising from the Minutes of the Last Meeting. (not covered in this Agenda).

None received.

06.   Amendments to the Agenda by Resolution.

None received.

07.   Project on the Playing Field. 

a.   Newton on Trent Primary School. Extra classroom and changing room facilities.

Parish Council Community Consultation.

Resolved. That the building should revert to the original plan of a changing room and toilet facilities. It is felt that the latest proposed building is too large for the Playing Field.

Proposed Cllr Maddison.    Seconded Cllr Cheetham.    Carried unanimously.

b.   Possibility of Match funding for the project.

Further discussion will take place during closed session. Item 24 on this agenda.

08.   One Earth Solar Projects.

Possible response from the Parish Council.

Unregistered Land 395. For discussion.

The Land Interest Questionnaire was completed during the meeting and will be returned in the envelope provided.

09.   BT Ultra-Fast Broadband planned for the village. Information already supplied to electors by BT.

It was felt that as material advertising the project had been delivered to every door in the Parish there was very little more that Council could do to aid the process. The information sheet will be uploaded to the Council’ s Facebook page.

10.   Highways Issues.  

a.   Speed reduction to 50 mph on the A57 bypass. (Cllr Goodacre).

The Clerk will contact Cllr Butroid for a progress report.

b.   Footpath to Dunham Bridge.

The Clerk has contacted Highways for information on possible ownership of land along the A57, Dunham Road to Dunham Bridge. No reply has been received to date.

The Clerk will also contact One Earth for the availability of funding towards the building of the footpath.

11.   New Village Signs. (Report Cllr Goodacre).

It was noticed that a certain amount of detail was missing from the Church.

Councillor Goodacre will contact Signs of the Times for confirmation that this detail will be added during manufacture.

It was also noticed that the river seems to flow uphill as it approaches the bridge. Councillor Goodacre will ask for some adjustment to be made to make this less obvious.

12.   Planning.

None received.

13.   Possible future Events for the village during 2023-2024.

a.   Film bank Media. Return Results from the Village Survey.

A total of seven replies were received from the Parish Consultation. Consequently, the project will be removed from the Agenda.

14.   Provision of tablets to improve Parish Council communication.

Special Motion Standing Order 7. Previous Resolutions.

Having reconsidered the decision made at the meeting held on Monday 13th November 2023 the following Councillors wish to invoke Standing Order 7 Previous Resolutions in order that further discussion may take place on the above item of business. The ability to communicate quickly and effectively on items of Parish Council business is being hampered by present conditions. We would like to recommend that this item is revisited so that more effective communications can be established.

Resolved. That Cllr Goodacre will research the cost of used tablets against new ones for the next meeting. Monday 12th February 2023.

15.   Play Park.

a.   Litter & Litter Bins. Acceptable

b.   Survey: New Play Equipment. Funding WLDC. 

A return of approximately 16% in favour of purchasing the equipment was returned.

The application for funding has been sent to West Lindsey District Council.

c.   Other Issues. Some of the equipment is becoming soiled, mainly as a result of recent weather conditions. The surfaces affected will be cleaned in the New Year.

16.   Health & Safety.

a.   Play Park. (Cllr Spink). No issues reported.

b.   Playing Field. No issues reported.

c.   Defibrillator Checks. (Cllr Spink). All up to date.

d.   RoSPA Reports. All comments have been noted.

e.   20 mph signs each side of Newton on Trent Primary School. Remove from the Agenda.

17.   Facebook.

Ultra Fast Fibre Broadband.

18.   Correspondence.

No Comments.

19.   Finance.

a.   Financial Statement for November 2023.

Resolved: That the Financial Statement for November 23 be approved as a true record.

Proposed Cllr Arden.    Seconded Cllr Cheetham.    Carried unanimously.

b.   Clerk’s Salary & Expenses November 2023.         £200.48

Resolved: That the Clerk’s Salary & Expenses be approved for payment.

Proposed Cllr Maddison.    Seconded Cllr Spink.    Carried unanimously.

c.   Invoices for Payment December 2023.

HMRC PAYE                  £48.60
St Peter’s Church Room Hire.            £80.00
Resolved. That the above expenditure at 18.c be approved for payment.

Proposed Cllr Spink.    Seconded Cllr Maddison    Carried unanimously.

d.   LIVES. Donation to local funds.

Resolved. That this Parish Council donate £250.00 to LIVES First Responders.

e.   St Peter’s Church. Annual Donation for grass cutting expenses.

Resolved. That the sum of £250.00 be donated for grass cutting the church yard / cemetery.

Proposed Cllr Arden.    Seconded Cllr Maddison.    Carried unanimously.

20.    Closed Session.

Persuant to section (2) of the Public Bodies Admissions to Meetings Act 1960 it is resolved that because of the confidential nature of the business to be transacted the public and press leave the meeting during consideration of this business.

21.   Future Agenda Items.

The possibility of having “Village Maintenance” as a permanent item on the Ageda.

22.   Dates for Future Meetings.

Tuesday 12th December 2023.
Monday 12th February 2023.
Monday 11th March 2023.

Resolved. That the January 2024 meeting of the Parish Council be cancelled.

23.   Closure of the Meeting.

There being no further business the Chairman closed the meeting at 2055. (8.55 pm).
