MINUTES

An Ordinary Meeting of the Parish Council held on Monday 12th June 2023 beginning at 7.00 pm

St Peter’s Church High Street Newton

12.01    Those Present.

Cllr Goodacre - Chairman.
Cllr Arden.
Cllr Maddison.
Cllr Kopetzki.
Cllr Stringer.

Mr R. Pilgrim    - Parish Clerk West Lindsey District Councillor.
Cllr R Butroid - Lincolnshire County Councillor.

Members of the Public    None attended.

12.02    Apologies for Absence.

Cllr R, Spink: Having been informed of the reason for his absence, Council approved his apologies for absence.

Cllr J. Cheetham: Having been informed of the reason for her absence, Council approved her apologies for absence,

12.03    Declarations of Interest.

None received.

12.04    Approval of the Minutes of the Last Meeting.

Resolved.  That the Minutes of the last meeting, held on Monday 15th May 2023, be approved as a true record.

Proposed Cllr Goodacre.    Seconded Cllr Arden.    Carried unanimously.

12.05    Matters Arising from the Minutes of the Last Meeting.

None received.

12.06    Highways Issues.

Cllr Arden & Cllr Butroid.

Because of the frequency of accidents and near misses at the A1133 / A57 junction, a reduction in the speed limit along the A57 as it passes Newton on Trent has been requested. This is a relatively lengthy process and could take up to six months to complete.

It has also been requested that the speed camera is either moved or turned to face in the opposite direction.

Cllr Arden also mentioned the loss of road markings at the camera site. These were removed when the road was resurfaced, and never replaced. Cllr Butroid will also mention this to LRSP as the signs were reasonably effective.

12.07    Amendments to the Agenda by Resolution.

None proposed.

13.08    New Village Signs.

Cllr Arden and Cllr Kopetzki have visited several sites locally to inspect signs which have been made and sited by the proposed Company.

The signs are made of moulded plastic and will prove more durable than the casted metal variety.

Cllr Goodacre will prepare artwork based on photographs of the existing village sign, as well as new photographs of some of the elements, as they have become rather indistinct over time.

13.09    Planning.

None received.

13.10    Possible future events for the village.

a. FilmBankMedia. Cllr Cheetham has supplied information about the company. This will be circulated for discussion at the next meeting. Monday 10th July 2023.

b. Plan for the Annual Parish Meeting 2024.

Council members will investigate the possibility of inviting the members of any clubs or societies, which exist within the Parish, so that they can produce a report of their activities and a resume of their future plans.

Council will also consider inviting a guest speaker for the evening, preferably someone local.

The Parish Council will also provide refreshments for the evening.

c. Race Night.

The organisers of the social, which takes place in the church, sometimes organise a race night. The Parish Council decided that this would best be left for them to do.

13.11 Play Park.

a. Litter & Litter Bins.

The litter bins are being emptied regularly and the general appearance of the Park is acceptable.

b. Signs.

Anti-Litter signs and Dog Fouling signs have been produced by Elite Signs of Gainsborough. Cllr Arden will make sure that are situated at visible points in the Play Area.

c. Purchase of a Monkey Challenge.

West Lindsey District Council have several funding streams. The Clerk will complete an initial form of interest in an application for funding. West Lindsey District Council will then direct Council to the appropriate fund.

The Parish Council will provide funds as part of the purchase.

d. Repair of the Damaged Stile.

Resolved. That Council ask a local contractor to repair the stile, with a maximum spend of £300.00.

Proposed Cllr Maddison.    Seconded Cllr Kopetzki.    Carried unanimously.

Work recently carried out along the tree line of the A57 as it passes Newton on Trent has resulted in a large amount of debris being left on the ground. Council’s grass cutting contractor has cut round these areas to protect machinery and the area is now looking rather untidy. Cllr Arden will arrange to have the debris cleared so that the verge can be cut back to the tree line at the next visit.

a. Play Park. No issues reported.

b. Playing Field. No issues reported.

14.13    Facebook Page.

Content will be uploaded as and when needed.

Cllr Cheetham will provide copy to Cllr Goodacre.

a. Financial Statement.

Resolved. That the Financial Statement for May be approved as a true record.

Proposed Cllr Arden.    Sec Cllr Maddison.    Carried unanimously.

Resolved. That the Clerk’s Salary and Expenses be approved for payment.

Proposed Cllr Kopetzki.    Seconded Cllr Goodacre.    Carried unanimously.
