NEWTON-ON-TRENT PARISH COUNCIL

MINUTES

A MEETING OF THE PARISH COUNCIL held on Monday 13th November 2023

St Peter’s Church, High Street, Newton on Trent.

01.   Those Present.

Cllr Goodacre. Chairman.
Cllr Stringer.
Cllr Cheetham.
Cllr Spink.
Cllr Arden.
Cllr Maddison.

Mr R. Pilgrim.   Parish Clerk. District Councillor.

Members of the public. None attended.

02.   Apologies for Absence.

Cllr S Kopetzki. Having been informed of the reason for her absence, Council approver her apologies for absence.

03.   Declarations of Interest.

None received.

04.   Approval of the Minutes of the last meeting, 

Resolved.  That the Minutes of the last meeting, held on Monday 9th October 2023, be approved as a true record.

Proposed Cllr Arden.    Seconded Cllr Goodacre.

05.   Matters Arising from the Minutes of the Last meeting not covered in this Agenda.

None received.

06.   Amendments to the Agenda by Resolution.

None received.

07.   Project on the Playing Field. 

a.   Newton on Trent Primary School. Extra classroom and changing room facilities.

Council’s solicitors are still looking at the Deed of Transfer for the original land. Once this has been cleared the project can be moved forward.

The amount of room taken up by the proposed structure is more that Council is willing to sanction. 

Resolved. That Council proceed on the original “agreement in principle”. Namely, a new changing room with toilet facilities.

b.   Possibility of Match funding for the project.

Funding is to be sought through West Lindsey District Council, however, funding is also needed for another project involving a footpath to Dunham bridge from the Dunham Road junction with the A57. 

08.   One Earth Solar Projects.

The project is still in its very early stages.

As it is not adversely affecting the village at the present time, Council agreed to defer any comments until more hard information is available.

The Clerk will also look into the possibility of any community funding through One Earth Solar.

09.   Highways Issues. 

a.   Speed reduction to 50 mph on the A57 bypass.

Permission has been granted. Council is waiting for information on the start of the work.

b.   Footpath to Dunham Bridge.

Land ownership along the northern verge will be sought initially through Lincolnshire County Council Highways.

Funding will be sought initially through West Lindsey District Council.

Councillor Butroid will research other sources of funding which might be available through Lincolnshire County Council.

10.   New Village Signs.

The signs have been ordered.

Cllr Goodacre is now engaged in final discussions concerning the artwork.

Cllr Arden is to send a picture of the original bridge to Cllr Goodacre.

11.   Planning.

None received.

12.   Possible future Events for the village during 2023-2024.

a.   Film bank Media.

The result of the village survey was very disappointing. Approximately five per cent of people replied, which is not a high enough response to justify the initial investment in equipment and licences.

The project will be deferred until such time as Council can guarantee a more positive response.

13.   Provision of tablets to improve Parish Council communication.

After some discussion Council decided that, for the time being, other methods should be used. In time it may become necessary to provide up to date IT equipment for Councillors who do not possess computer equipment of their own.

14.   Play Park.

a.   Litter & Litter Bins. Acceptable.

b.   Survey: New Play Equipment. 

The survey saw a positive return of approximately sixteen percent.

The response from Newton on Trent Primary School was very encouraging.

The Clerk will now complete the application for funding.

c.   Other Issues.

Contact a contractor who can look at the fence panels behind the bus shelter and effect a repair.

15.   Health & Safety.

a.   Play Park. (Cllr Spink).

No issues reported.

b.   Playing Field.

No issues reported.

c.   Defibrillator Checks. (Cllr Spink).

All checks positive.

The new set of pads has been installed and the expiry date adjusted.

The defibrillator is now live.

d.   RoSPA Reports. For discussion.

The main gate to the Playing Field has dropped and needs securing.

Resolved. That the Clerk will purchase a padlock.

Proposed Cllr Goodacre.    Seconded Cllr Arden    Carried unanimously.

e.   20 mph signs each side of Newton on Trent Primary School.

Resolved. That Council contact Highways for possible sites and permission to install the signs. (Roundels).

The Clerk will research the cost of purchasing and installing the signs, should permission be given.

16.   Facebook Page.

Possible suggestions for content. Content uploaded as and when needed.

17.   Correspondence.

No comments.

18.   Finance.

a.   Financial Statement for October 2023.

Resolved: That the Financial Statement for October 23 be approved as a true record.

Proposed Cllr Arden.    Seconded Cllr Spink.    Carried unanimously.

b.   Clerk’s Salary & Expenses October 2023………………………..£258.82

Resolved: That the Clerk’s Salary & Expenses be approved for payment.

Proposed Cllr Spink.    Seconded Cllr Cheetham.    Carried unanimously.

c.   Invoices for Payment November 2023.

HMRC PAYE                     £48.60
Continental Landscapes.                  £764.64
Heartbeat Trust                     £68.34

Resolved. That the above expenditure at 18.c be approved for payment.

Proposed Cllr Spink    Seconded Cllr Goodacre.    Carried unanimously.

d.   Budget. Details for the Precept Claim 2024-2025.

Resolved. That the Precept Claim for 2024-2025 will be    £17000.00

Proposed Cllr Goodacre.    Seconded Cllr Spink.    Carried unanimously.

e.   LIVES. Donation to local funds.

Resolved. That this Parish Council donate £250.00 to LIVES First Responders.

Proposed Cllr Maddison.    Seconded Cllr Arden.    Carried unanimously.

19.   Closed Session.

Persuant to section 2 of the Public Bodies Admissions to Meetings Act 1960 it is resolved that because of the confidential nature of the business to be transacted the public and press leave the meeting during consideration of this business.

20.   Future Agenda Items.

High Street signs on the wall of number 33 and 28 High Street. The signs are beginning to fall away from the wall.

The Clerk will contact WLDC.

21.   Dates for Future Meetings.

Monday 11th December 2023.
Monday 12th February 2023.
Monday 11th March 2023.

Resolved. That the January meeting of the Parish Council be cancelled.

22.   Closure of the Meeting.

There being no further business the Chairman closed the meeting at 20.50 hrs. (08.50pm).
