MINUTES

An Ordinary Meeting of the Parish Council held on Monday 13th March 2023 beginning at 7.00 pm at St Peter’s Church High Street Newton

04.01   Those Present.

Members of the Public.         None attended.

04.02   Apologies for Absence.

None received.

04.03   Declarations of Interest.

None Received.

04.04   Approval of the Minutes.

Resolved. That the Minutes of the last meeting, held on Monday 13th February 2023, be approved as a true record.

Proposed.    Seconded.    Carried unanimously.

04.05   Matters Arising from the Minutes of the last Meeting.

None received.

04.06   Amendments to the Agenda by Resolution.

Monkey Challenge Play Equipment.

A single piece of equipment set up as a climbing wall for all ages.

Resolved. That the clerk contacts the company for more details concerning cash price and / or funding.

Proposed.    Seconded.    Carried unanimously.

Funding Payment from the Councillors Initiative Fund. The Parish Council has received a payment of £499.00 towards the cost of installing two new benches in the Playpark and restoring a third.

Clothes Recycling Bank. ASTCO. The Parish Council has decided to site the bank in the Play Park next to the entrance gate on Dunham Close. The bank has been delivered.  

The siting will be supervised by Cllr Arden.

04.07   New Build on the Playing Field. Primary School and Parish Council.

In order to ascertain whether the Playing Field has been registered as Village Green land the Parish Council needs sight of the Land Transfer document for definition and any Covenants. West Lindsey District Council has been contacted but was not able to help. The Clerk is now in contact with Lincolnshire County Council. If the land has been registered as Village Green land, any building development will initially be barred.

04.08   New Village Signs. (Cllr Goodacre).

The quotation was in excess of £8000.00 for the two signs. This was considered too expensive at the present time and the project has been deferred.

05.09   Planning.

The item of planning which was rejected before being “called in” is now under review due to a technicality and is to be re-submitted. The Parish Council will not now be submitting a complaint but will be asking for the new application to be called in if there is a possibility that it could be rejected.

05.10   Highways Issues. (Cllr Arden).

Reduction in Speed limit to 50mph: Cllr Arden has been in contact with Cllr Butroid of Lincolnshire County Council. The business is ongoing.

05.11   Possible Future Events in the Community.

Remove from the Agenda.

05.12   Footpath Around the Village Perimeter A57/A1133.

The total cost of the project would be extremely expensive. Funding would be difficult to find as the footpath has only limited usage. Similarly, borrowing the money to fund the project would substantially increase Council Tax.

Consequently, the Parish Council will not be taking this project further.

05.13   Play Park.

Litter & Litter Bins: Acceptable.

Other Issues: Play Equipment. There are no real concerns At the present time. (Cllr Spink).

Cllr Spink has been in contact with a local company who are able to repair and maintain items of the equipment. This has been noted for the future.

05.14   Health and Safety.

Play Park: No issues reported.

Playing Field: No issues reported.

05.15   Newton News.

Defer to a later date.

05.18   Finance.

a. Financial Statement: 

Resolved: That the Financial Statement for February be approved as a true record.

Proposed.    Seconded.    Carried unanimously.

b. Clerk’s Salary and Expenses.                  £201.09

Resolved: That the Clerk’s Salary and Expenses be approved for payment.

Proposed.    Seconded.    Carried unanimously.

c. Invoices for Payment:

Mr J. Bean                           £235.00

Resolved: That the above expenditure at 05.18.c be approved for payment.

Proposed.    Seconded.    Carried unanimously.

d. Quotation. Verge Maintenance.

Resolved: That the quotation from Continental landscapes be approved.

Proposed.    Seconded.    Carried unanimously.

e. Website Maintenance Service.

Resolved: That the Parish Council purchase £10 hours of time for 2023- 2024 (£170.00). Extra time can be bought as and when required.

Proposed.    Seconded.    Carried unanimously.
