NEWTON-ON-TRENT PARISH COUNCIL

MINUTES

Councillors are summoned to attend.

AN ORDINARY MEETING OF THE PARISH COUNCIL to be held on Monday 9th October 2023 beginning at 7.00 pm.

St Peter’s Church, High Street, Newton on Trent.

Members of the public and press are cordially invited to attend.

Before the meeting begins there will be a public forum lasting 15 minutes

01.   Those Present.

Cllr Goodacre. Chairman.
Cllr Kopetzki.
Cllr Arden.
Mr R. Pilgrim. Parish Clerk. District Councillor.

02.   Apologies for Absence.

Cllr Spink

Having been informed of the reason for his absence Council approved his apologies for absence.

Cllr Maddison.

Having been informed of the reason for her absence Council approved her apologies for absence.

Cllr Stringer.

Having been informed of the reason for his absence Council approved his apologies for absence.

Cllr Cheetham.

Having been informed of the reason for her absence Council approved her apologies for absence.

Resolved. Proposed Cllr Arden    Seconded Cllr Goodacre.    Carried unanimously.

03.   Declarations of Interest.

None received.

04.   Approval of the Minutes of the last meeting, held on Monday 11th September 2023.

Minutes unable to be approved due to the absence of voting Councillors.

Defer to the next meeting, Monday 13th November 2023.

05.   Matters Arising from the Minutes of the Last meeting not covered in this Agenda.

None received.

06.   Amendments to the Agenda by Resolution.

None received.

07.   Project on the Playing Field. 

a.   Newton on Trent Primary School. Extra classroom and changing room facilities.

Burton Dyson Solicitors have been asked to act for the Parish Council. The Clerk must now produce proof of identity.

b.   Possibility of Match Funding for the project.

Resolved: That this Council applies for match funding to help the school with project expenses.

Proposed Cllr Arden    Seconded Cllr Kopetzki.    Carried unanimously.

It has been suggested that the ground works should be measured to assure Council that the building is not too large for the available space.

c.   Survey: New Play Equipment. 

Funding WLDC. The village is to be surveyed with a door-to-door leaflet to assess support for this project. The school has already been involved and Council is waiting for a response.

Resolved: That the date for the return of replies is amended to Monday 30th October 2023.

Proposed Cllr Goodacre.     Seconded Cllr Arden.    Carried unanimously.

08.   One Earth Solar Projects.

Possible response from the Parish Council.

Defer to next meeting Monday 13th November 2023.

Attendance at the One Earth open evening Thursday 5th October 2023 St Peter’s Church Newton on Trent.

The Clerk and at least two other Councillors attended the meeting, which laid out the first intentions of One Earth in its bid to install solar panels on land surrounding the Village.

The Parish is not adversely affected by the One Earth plans for solar development at this stage. Council will monitor the situation as far as the feelings of electors is concerned.

09.   Highways Issues. 

a.   Speed reduction to 50 mph on the A57 bypass.

The application has been granted. Changes will be made in the near future.

b.   Footpath to Dunham Bridge.

The Clerk will Consult with highways for ownership of the verge from Dunham Road to the bridge.

Resolved. That the project be accepted by Council.

Proposed Cllr Arden.    Seconded Cllr Kopetzki.    Carried unanimously.

10.   Westcotec Electronic Signage. (Cllr Goodacre).

Two quotations have been received from Westcotec Ltd.

The expense of installing speed cameras is surprisingly high.

Council agreed to defer a decision until the initial outcomes of the speed reduction are seen.

11.   New Village Signs.

Resolved: That the type font Helvetica should be used for the sign.

Proposed Cllr Kopetzki.    Seconded Cllr Arden.    Carried unanimnously.

The Clerk will ask Highways for permission to erect the signs on Highways land.

12.   Planning.

None received.

13.   Possible future Events for the village during 2023-2024.

a.   Film bank Media.

The Clerk will look at Film Bank Media for prices and conditions.

Cllr Goodacre will forward the leaflet to the Clerk for printing.

 Resolved. That the leaflet should be sent for printing. Distribution will be done by Councillors.

14.   Play Park.

a.   Litter & Litter Bins. No issues reported.

b.   Other Issues. No issues reported.   

15.   Health & Safety.

a.   Play Park. (Cllr Spink). No issues reported

b.   Playing Field. No issues reported.

c.   Defibrillator Checks. (Cllr Spink). All checks have been done. The pads will need replacing at the end of October 2023.

d.   RoSPA Reports. For discussion.

Due to the absence of responsible Councillors the report will be dealt with at the next meeting, Monday 13th November 2023.

16.   Facebook Page.

17.   Correspondence.

18.   Finance.

a.   Financial Statement for September 2023.

Resolved. That the financial statemen for September be approved.

Proposed Cllr Kopetzki.    Seconded Cllr Arden.    Carried unanimously.

b.   Clerk’s Salary & Expenses September 2023…………………….£202.78

Resolved. That the Clerk’s Salary & Expenses be approved for payment.

Proposed Cllr Goodacre.    Seconded Cllr Arden.    Carried unanimously.

c.   Invoices for Payment October 2023.

Resolved. That the above expenditure at 18.c be approved for payment.

19.   Future Agenda Items.

Speed reduction signs for the area outside the Primary School.

20.   Dates for Future Meetings.

Resolved: That the above dates item 20 be approved.

21.   Closure of the Meeting.

There being no further business the Chairman closed the meeting at 2020 (8,20 pm)
