MINUTES

An Annual Parish Council Meeting held on Monday 15TH May 2023 beginning at 700 pm

St Peter’s Church High Street Newton

09.01   Election of the Chairman.

Nomination: Cllr B. Goodacre

Resolved: That Cllr B. Goodacre be elected chairman for 2023-2024.

Proposed.    Seconded.    Carried unanimously.

09.02   Signing of Declaration of Acceptance of Office.

Cllr Goodacre signed the form.

09.03   Those Present.

Cllr Goodacre.   Chairman.
Cllr Maddison.
Cllr Arden.
Cllr Spink.
Cllr Cheetham.
Cllr Kopetzki.

09.04   Apologies for Absence.

Cllr Stringer. Message by phone. Feeling unwell.

Having been informed of the reason for his absence, Council approved his apologies for absence.

09.05   Nominations for Vice Chairman.

No nominations received.

When the Chairman is absent, those Councillors present, and voting will elect a chairman for that meeting only.

09.06 Changes to Councillors Declaration of Interest Forms.

No changes. Unchanged circumstances forms signed.

09.07   Approval of Standing Orders.

Resolved: That Standing Orders be approved without amendment.

Proposed.    Seconded.    Carried unanimously.

09.08   Approval of Financial Regulations.

Resolved. That Financial Regulations be approved without amendment.

Proposed.    Seconded.    Carried unanimously.

09.09   Approval of the Code of Conduct.

Resolved. That the Code of Conduct be approved without amendment.

Proposed.    Seconded.    Carried unanimously.

Code of Conduct forms received. Signed and dated.

09.10    Approval of the Civility and Respect Code.

Resolved. That the Civility and Respect Code be approved without amendment.

Proposed.    Seconded.    Carried unanimously.


ORDINARY MEETING

10.01   Those Present.

As at 09.03 above.

10.02 Apologies for Absence.

As 09.04 above.

10.03   Declarations of Interest.

None received.

10.04   Approval of the Minutes of the Last Meeting.

Resolved: That the Minutes of the last meeting, held on Monday 11th April 2023, be approved as a true record.

Proposed.    Seconded.    Carried unanimously.

10.05   Matters arising from the Minutes of the Last Meeting.

None received.

10.06   Amendments to the Agenda by Resolution.

a. Purchase of a “Monkey Challenge” item of play equipment.

Discuss at Item 10.b.

10.07   New Village Signs. (Cllr Goodacre).

Councillors Arden and Kopetzki will look at a local example of Signs of the Times” and report back to the next meeting. Monday 12th June 2023.

10.08   Planning.

None received.

10.09   Possible Future Events for the Village. 2023-2024.

a. FilmBankMedia. Cllr Cheetham will research this company to see if there is any possibility of running a film night in the Church.

Cllr Kopetzki will consult with members of other groups who are involved in arranging events within the parish.

b. Annual Parish Meeting 2024. Councillors will endeavour to see if there are any  groups within the Parish who could take part in the Annual Parish Meeting 2024. Also consider the possibility of engaging a speaker for part of the evening.

c. Race Night. The organisers of the Social are already adding the occasional Race Night to their Calendar. This Agenda item will be deferred for the time being.

10.10   Play Park.

a. litter Bins and Litter. Acceptable.

b. Other Items.

The purchase of a Monkey Challenge play equipment.

It was thought prudent that some funding should be sought, especially as the proposed new Village Signs could prove more expensive than anticipated.

District Cllr Pilgrim will see if there is funding available through West Lindsey District Council.

10.11   Health and Safety.

a. Play Park. No issues reported.

b. Playing Field. No issues reported.

10.12   Facebook Page.

Content to be uploaded as and when required. Cllr Cheetham to write occasional articles in place of the Newton News.

10.13   Correspondence.

No comments.

11.14   Finance.

a. Financial Statement.

Resolved. That the Financial Statement for April be approved as a true record.

Proposed.    Seconded.    Carried Unanimously.

b. Clerk’s Salary and Expenses.   £244.23

c. Invoices for Payment.

Resolved. That the expenditure at 11.14.c. be approved for payment.
