NEWTON-ON-TRENT PARISH COUNCIL

MINUTES

AN ORDINARY MEETING OF THE PARISH COUNCIL held on Monday 10th July 2023 beginning at 7.00 pm.

St Peter’s Church, High Street, Newton on Trent.

Members of the public and press are cordially invited to attend.

Before the meeting begins there will be a public forum lasting 15 minutes

15.01   Those Present.

Cllr B. Goodacre - Chairman.
Cllr A. Arden.
Cllr R. Spink.
Cllr J. Cheetham.
Cllr J. Stringer.
Mr R. Pilgrim - Parish Clerk. District Councillor.

15.02   Apologies for Absence.

Cllr S. Kopetzki.

Having been advised of the reasons for her absence Council approved her apologies for absence.

Cllr M. Maddison.

Having been advised of the reasons for her absence Council approved.

15.03   Declarations of Interest.

None received.

15.04      Approval of the Minutes of the last meeting.

Resolved: That the Minutes of the last meeting, held on Monday 12th June 2023, be approved as a true record.

Proposed Cllr Goodacre    Seconded Cllr Arden.    Carried unanimously.

15.05      Matters Arising from the Minutes of the Last meeting not covered in this Agenda.

None received.

15.06       Highways Issues. 

No new issues reported.

15.07       Amendments to the Agenda by Resolution.

Lincolnshire Care Directory 2023. 

Order 4 boxes for distribution in the Parish.

15.08       New Village Signs. (Cllr Goodacre).

Council agreed a design based on photographs supplied by Councillor Arden and artwork supplied by Cllr Goodacre. 

Cllr Goodacre will now send requirements and artwork to Signs of the Times, who will respond with a quotation in due course. 

A decision will be made at the September meeting.

15.09       Planning.

No applications to consider.   

15.10       Possible future Events for the village during 2023-2024.

a.   Film bank Media.

Cllr Cheetham to write a short article describing the project and requesting views from residents so that Council can better understand if such a project will be supported. The article will be put on the Community Facebook page and Newton on Trent PC Facebook page. Depending on the response Council will decide whether to continue with the project.

b.   Annual Parish Meeting 2024.

Remove from the agenda. Reconsider in the new year.

16.11   Play Park.

a.   Litter & Litter Bins. Acceptable

b.   0ther issues   

The signs prompting users of the Play Park to leave their litter in the baskets provided have now been installed.

The issues with the Stile have now been remedied.

c.   WLDC Funding for purchase of a Monkey Challenge.

The expression of Interest Form has been accepted by West Lindsey District Council.

An Application Form has been received and will be completed as soon as possible.

16.12   Health & Safety.

a.   Play Park. (Cllr Spink). No issues reported.

b.   Playing Field. No issues reported.

c.   Defibrillator Checks. (Cllr Spink).

All good. Battery will need replacing in October 2023.

16.13   Facebook Page.

Content will be uploaded as and when required.

16.14   Correspondence.

No comments.

16.15   Finance.

a.   Financial Statement 

Resolved: That The Financial Statement for June 2023 be approved as a true record. 

Proposed Cllr Cheetham.    Seconded Cllr Arden.    Carried unanimously.

b.   Clerk’s Salary & Expenses June 2023.            £205.73

Resolved. That the Clerk’s Salary and Expenses be approved for payment 

Proposed Cllr Spink   Seconded Cllr Goodacre.    Carried unanimously.

c.   Invoices for Payment July 2023.

HMRC PAYE                     £48.60.

West Lindsey District Council.               £105.62
Continental Landscapes                  £764.64.
Elite Signs.                     £51.60.
Mr J. Bean.                     £85.00

Resolved: That the Invoices at 15.c above be approved for payment.

Proposed Cllr Goodacre.    Seconded Cllr Cheetham.    Carried unanimously.

16.16   Future Agenda Items.

Street signs at 33 High Street. The wooden backings are rotten and the screws very rusted. The signs will need to be re fixed in the near future.

16.18   Closure of the Meeting.

There being no further business the meeting was closed at 20.15 hrs (8,15 pm).
