MINUTES

An Ordinary Meeting of the Parish Council

Held on Monday 10th October 2022

Beginning at 7.00 pm

18.01   Those Present.

18.02   Apologies for Absence.

Cllr M. Maddison.  Having been informed of the reason for her absence, Council approved her apologies for absence.

Cllr J. Cheetham. Having been informed of the reason for her absence, Council approved her apologies fr absence.

18.03   Declarations of Interest.

None received.

18.04   Approval of the Minutes of the Last Meeting.

Resolved. That the Minutes of the last meeting, held on Monday 11th July 2022, be approved as a true record.

Proposed.    Seconded.    Carried unanimously.

18.05   Matters Arising from the Minutes of the Last Meeting. (Not covered in this Agenda)

None received.

18.06   New Build Changing Rooms on the Playing Field. Joint project with the Primary School.

The Parish Council has been supplied with initial plans for the building, which at first sight was larger than expected. However, after some discussion Councillors decided that the project was certainly worth supporting and the following resolution was passed.

Resolved. That the Parish Council would approve the project in principle, subject to details of Planning and Management for the future of the building,

Proposed.    Seconded.    Carried unanimously.

18.07   Amendments to the Agenda by resolution.

None required.

18.08   Civility and Respect Pledge.

Resolved. That this Parish Council accept the Dignity at Work Policy (Civility & Respect Pledge).

Proposed.    Seconded.    Carried unanimously.

18.09   Paediatric Defibrillator Pads.

Since accepting this item onto the agenda, it has become the case that all Primary School staff are to be trained in the use of a defibrillator with children below the age of eight. Each school is to be equipped with its own defibrillator.

 

19.10   New Village Signs.

Before proceeding further Councillor Ellis is to see if funding would be available through West Lindsey District Council.

19.11   Planning.

None received.

19.12   A57 Passing Newton on Trent.

Possibility of having the speed limit reduced to 50 mph.

The Clerk and Cllr Ellis will contact Cllr Butroid for a progress report.

A meeting between Highways and Cllr Butroid, to discuss the situation, should have taken place by now.

19.13   Possible Future Events in the Community.

Councillor Thompson is to look at some dates for a village litter pick, possibly in the Spring of 2023.

19.14   Council should consider Purchasing an iPhone or Tablet for the use of the Clerk.

Since placing this on the agenda a solution to the communication problems has been found.

19.15   Notice Board Maintenance.

A quotation for the cleaning and re-varnishing of the Notice Board has been received.

Resolved. That the quotation be approved.

Proposed.    Seconded.    Carried unanimously.

19.16   Instal two Sloper Seats in the Play Park.

A quotation has been received for the installation of two recycled plastic Sloper seats.

Resolved. That the quotation for the installation two eats in the Play Area should be approved.

Proposed.    Seconded.    Carried unanimously.

A quotation has also been received for the repair of one seat already in situ.

Resolved. That the quotation for the repair of one seat should be approved.

Proposed.    Seconded.    Carried unanimously.

Wood for the repair.

Resolved. That wood to repair the seating should be purchased to a maximum cost of £150.00.

Proposed.    Seconded.    Carried unanimously.

A receipt for the purchase of the wood should be produced before payment is made.

19.17   Play Park.

a. Litter and Litter Bins. Acceptable.

b. Renew “Please Bin Litter” Sign.

Resolved. That three signs should be purchased, one for each access point to the Play Park.

19.18   Health & Safety.

a. Play Park. RoSPA Report.

Councillors will be sent the report for discussion at the November meeting.

19.19   Newton News.

a. Content.     Proforma for all events on Council Property.

                        The need for Event insurance.

b. Distribution. AS usual.

19.20   Facebook Page.

Material to be posted as and when needed.

19.21   Correspondence.

No comments.

 

20.22   Finance.

a.         Financial Statement.

Resolved. That the Financial Statement for September be approved as a true record.

Proposed.    Seconded.    Carried unanimously.

b.         Clerk’s Salary & Expenses.                                                 £202.48

Resolved. That the Clerk’s Salary and Expenses be approved for payment.

Proposed.    Seconded.    Carried unanimously.

c.         Invoices for Payment.

HMRC PAYE                                                                                     £48.40

Continental Landscapes.                                                                     £458.26

Resolved. That the above expenditure at 20.22.c be approved for payment.

Proposed.    Seconded.    Carried unanimously.

d. Parish Council Debit Card.

The Clerk is applying online.
