NEWTON ON TRENT PARISH COUNCIL

MINUTES

An Ordinary Meeting of the Parish Council

Held on Monday 14th November 2022

Beginning at 7.15 pm

St Peter’s Church High Street Newton

 

Two members of the public wished to discuss issues dealing with the fact that Newton is landlocked. Footpaths to Dunham and Laughterton, as well as a footpath in the verge surrounding the village were all mentioned. Historically these are common requests and Council has tried to find a way to provide what is wanted, but cost and an intervention from West Lindsey District Council Planning have all meant that for the time being nothing can be done.

21.03   Declarations of Interest.

21.04   Approval of the Minutes.

Resolved. That the Minutes of the last Ordinary Meeting, held on Monday 10th October 2022, be approved as a true record.

Proposed.    Seconded.    Carried unanimously.

21.05   Matters Arising from the Minutes of the Last Meeting.

None received.

21.06   Amendments to the Agenda by Resolution.

Resolved. That the estimate for the 2023-2024 Precept Claim be discussed at item 22.f.

21.07   New Build Changing Rooms on the Playing Field. Joint Project with the Primary School.

The Clerk will consult with the Lincolnshire Association of Local Councils for guidance.

21.08   New Village Signs.

Information has been provided by Cllr Goodacre. Councillors will consider the details and bring ideas to the next meeting, Monday 12th December 2022.

21.09   Councillors to Sign Receipt of Code of Conduct Forms.

Forms were duly signed by those present. Cllr Maddison and Cllr Thompson will receive their forms by post.

 

22.10   Planning.

145716. No comments or objections.

145781. Land off A1133. Fully supported by Council as a much-improved scheme involving the old workshop, which has already been passed for development. Much improved access for emergency vehicles as well as parking.

22.11   Highways Issues.

a. Speed reduction along the A57 as it passes Newton.

Cllr Butroid is meeting with Highways to see if the speed limit can be reduced to 50 mph. Hopefully, Council should receive a progress report in the near future.

The Clerk will contact Cllr Butroid before the next meeting.

b. Traffic Speeds along A1133 towards Laughterton.

It has been suggested that the Parish Council apply to the Lincolnshire Road Safety Partnership for an Archer speed test along this stretch of the A1133.

The motion was not carried.

Defer until the spring of 2023.

22.12   LCC Parish Grass Cutting Agreement for Approval.

Resolved. That the Parish Council approve the new agreement.

Proposed.    Seconded.    Carried unanimously.

22.13   Future Events for the Community.

Great British tidy up.

Cllr Thompson has volunteered to organise this.

As she is absent for this meeting the business will be deferred until a later meeting.

22.14   Footpath between Laughterton and Newton on Trent.

This has been suggested a number of times. When the Hall Water Works were being built the contractors did offer to fund footpaths to both Dunham and Laughterton. Similar projects in other authorities had attracted similar funding. However, West Lindsey District Council Planning refused to agree to the project on grounds that the footpaths were not essential to the Hall Works project. The total cost for both footpaths at that time was approximately £180,000.00. The cost today would be substantially more than that and could only be paid for by borrowing the majority of the funds and hoping for match funding from an outside source. The repayment of the debt would of course add substantially to residents Council Tax. Something which the Parish Council would seek to avoid, especially at the present time.

22.15   Lack of Space for Dog Walking.

This also is something which has been considered. The provision of a footpath would undoubtably help. However, cost is once again the determining factor, as with 22.14 above.

22.16   Possibility of a Designated Area for Dog Walkers. An Orchard.

Land for such a project is in very short supply. Council would need land to be donated or Rights of Way created.

22.17   Play Park.

a. Litter & Litter Bins. Acceptable.

b. Other Issues.

Monthly Inspections of the Play Equipment. Cllr Spink will check the equipment on a regular basis.

Repair to Play Park Fence Panels. Contact Mr Bean for an estimate.

22.18   Health & Safety.

a. Play Park. RoSPA inspection report noted.

b. Playing Field. RoSPA inspection report noted.

23.19   Newton News.

Defer for the time being.

Two items expressing the need to complete a Parish Council Pro Forma and provide Event Insurance when organising evets on the Play Area or Playing Field. These will be put on the Facebook Page by the Chairman.

23.20   Facebook Page.

Items will be added as and when needed.

23.21   Correspondence.

Resolved. That the Financial Statement for October be approved as a true record.

It was agreed that the Precept estimate be set at £17,000.00.
