MINUTES
An Ordinary Meeting of the Parish Council
Held on Monday 13th June 2022
Beginning at 7.00 pm

12.01 Those Present.

12.02 Apologies for Absence.
Cllr J. Cheetham: Having been informed of the reason for her absence, Council approved her apologies for absence.
12.03 Declarations of Interest.
None received.
12.04 Approval of the Minutes of the last Meeting.
Resolved: That the Minutes of the last meeting, held on Monday 9th May 2022, be approved as a true record.
Proposed. Seconded. Carried unanimously.
12.05 Matters Arising from the Minutes of the last Meeting
Not included in this Agenda.
None received.
12.06 Amendments to the Agenda by Resolution.
a. The owner of fishing rights at the basin would like to erect a sign detailing the rules for fishing the Trent from this site. The sign would have its own post.
Resolved: That Council approve the erection of the sign.
Proposed. Seconded. Carried unanimously.
b. A n elector is willing to share an allotment if other tenants are in agreement.
Resolved. That allotment sharing should be allowed between tenants who have an agreement.
Proposed. Seconded. Carried unanimously.
The Clerk will contact the present allotment holders.
12.07 Planning.
144816. Council has no objections or comments to make concerning this application.
12.08 A57 Passing Newton on Trent
In light of recent accidents Council will write to Cllr Butroid asking if:
- The speed limit could be dropped from 60 mph to 50 mph.
- Request that the existing Camera be replaced by average speed cameras.
- Request that the existing camera be repositioned.
- Request that the white lines be renewed.
12.09 Events for the Village Saturday 4th June, Sunday 5th June 2022.
4th June was a joint event involving a number of Parishes and was held at Kettlethorpe.
5th June was unfortunately badly affected by rain and was eventually transferred from the Play Park to the church.
b. Pro-Forma: The residents need to be reminded that a pro forma needs to be completed where events are to be held on Parish Council owned land, like the Play Park or the Playing Field. In most cases, where council is not organising the event, some form of Event insurance will also need to be arranged. As a first step the requirements will be advertised on the Parish Council’s Facebook page.
13.10 Purchase a new Padlock for the Play Park Gate.
The padlock has been purchased. Cllr Arden has had the old lock removed and will put the new lock in place, after which he will return the key to the Chairman. The Clerk will forward a new key to Continental Landscapes, the grass cutting contractors.
13.11 Possible Future Events for the Community.
Cllr Thompson will arrange for “Mr Shiney”, a children’s entertainer to give a performance on Saturday 30th July 2022.
The total cost will be £250.00.
Resolved: That Cllr Thompson should arrange the event, which the Parish Council will fund from Section 137 funds.
Proposed. Seconded. Carried unanimously.
Cllr Thompson will also arrange for an ice cream van to be present.
13.12 Council to Consider Purchasing an iPad or Phone for the use of the Clerk.
Resolved. That Cllr Ellis research the equipment which West Lindsey District Council provide for Councillors.
Proposed. Seconded. Carried unanimously.
13.13 Maintenance of the Notice Board.
The notice board is beginning to suffer from the effects of the elements and needs a new coat of varnish as soon as possible.
The Clerk will write to Mr Driver for a quotation.
13.14 Play Park.
a. Litter & Litter Bins. Acceptable.
b. Other Issues. The bus shelter needs to be painted. The Clerk will write again to Clifton Services inviting a quotation.
13.15 Health and Safety.
Play Park: A RoSPA inspection has been booked for August 2022.
Playing Field. A RoSPA inspection has been book for August 2022.
13.16 Newton on News.
a. Possible copy for the next edition.
Pro Forma for events in the village.
Events insurance.
b. Distribution. As previously.
13.17 Facebook Page.
As and when required.

Resolved: That the Financial Statement for May be approved as a true record.

14.20 Future Agenda Items.
Paediatric Pads for the Defibrillator.
Village Signs – For entrances into the village. New signs based on the existing sign.
