MINUTES

An Ordinary Meeting of the Parish Council

Held on Monday 14th March 2022

Beginning at 7.00 pm

04.01   Those Present.

04.02   Apologies for Absence.

Cllr M. Maddison. Having been informed of the reason for her absence, Council approved her apologies for absence.

04.03`  Declarations of Interest.

None received.

04.04   Approval of the Minutes.

Resolved: That the Minutes of the last meeting, held on Monday 14th February 2022, be approved as a true record.

Proposed.    Seconded.    Carried unanimously.

04.05   Matters Arising from the Minutes of the last Meeting.

Not included in this agenda.

None received.

Money collected from the Charlotte Porter evening will be donated to the Red Cross.

04.06   Alterations to the Agenda by Resolution.

a. Grass Cutting Agreement with LCC for signature. To item 10.

b. New signatories for the bank Mandate. To item 11.

c. Play Park boundary fence. Inspection for repair / replace. To item 13c.

Resolved: That the above business be added to this agenda.

Proposed.    Seconded. Carried unanimously.

04.07   Planning.

This month’s Newton News contains information about the planning application for a new “drive in” establishment on the A57.

04.08   Adoption of GDPR Policies.

a. Data Protection Policy.

Resolved: That Council adopt the Data protection Policy unamended.

b. Data Breach Policy.

Resolved: That Council adopt the Data Breach Policy unamended.

Proposed.    Seconded.    Carried unanimously.

Both policies were signed by the Chairman.

04.09   Queen’s Green Canopy. Free Tree.

There is a sapling available. Unfortunately, the best time for planting has now passed. The plant will be looked after by the pupils of Newton on Trent primary School until the time is right for planting.

05.10   Grass Cutting Agreement.

Resolved: That the Grass Cutting Agreement for 2022 is approved and signed before returning to Lincolnshire County Council.

Proposed.    Seconded.    Carried unanimously.

05.11   New Bank Mandate.

Councillor R. Spink volunteered to act as the fourth signatory on the bank mandate. Any two to sign from four Councillors.

05.12   Queens Platinum Jubilee.

An event is to be held on Saturday 4th June 2022.

Resolved: That Council donated £250.00 towards the purchase of 70 commemorative mugs, which will be presented to the children of the Parish.

05.13   Play Park.

a. Litter Bins. Acceptable.

b. New Play Equipment.

Resolved: That the new Eibe Play Equipment should be purchased from Parish Council reserves.

Proposed.    Seconded.    Carried unanimously.

c. Bus Shelter due for painting.

The Clerk will approach a local contractor for a quotation for the work.

Boundary Fence in the Play Park. Repair / Replace.

Cllr Arden is to meet with a householder from The Paddocks, and inspect those areas of the fence, which belong to the Parish Council, and which need attention.

Cllr Arden will report back to Council in due course so that Council can decide on a way forward.

05.14   Health and Safety.

a. Play Park. No issues reported.

b. Playing Field. No issues reported.

05.15   Newton News.

a. Content. March issue has been printed and is ready for distribution.

b. Distribution. Cllr Goodacre’s delivery will be shared between Cllr Cheetham and Cllr Thompson.

c. Delivery of Lincolnshire Care Directory. Cllr Maddison has put the copies in her porch ready for collection by Councillors.

05.16   Facebook Page.

 Cllr Goodacre will update as and when necessary.

05.17   Correspondence.

No comments.

05.18   Finance.

a. Financial Statement.

Resolved: That the Financial Statement for February be approved as a true record.

Proposed.    Seconded.    Carried unanimously.

b. Clerk’s Salary and Expenses.                                                                  £276.22

Resolved: That the Clerk’s Salary and Expenses be approved for payment.

Proposed.    Seconded.    Carried Unanimously.

c. Invoices for Payment.

Clifton Services                                                                                               £1480.00

Resolved: That the expenditure at 05.18.c be approved for payment.

Monday 9th May 2022 AGM and Annual Parish Meeting.

There being no further business the meeting was closed at 20.18 hrs. (8.18 pm).
