MINUTES
An Ordinary Meeting of the Parish Council
Held on Monday 14TH February 2022
Beginning at 7.00 pm
St Peter’s Church High Street Newton
- Those Present.

- Apologies for Absence.
Cllr M. Maddison. Having been informed of the reason for her absence, Council approved her apologies for absence.
- Declarations of Interest.
None received.
- Approval of the Minutes.
Resolved: That the Minutes of the last meeting, held on Monday 13th December 2021, be approved as a true record.
Proposed. Seconded. Carried unanimously.
- Matters Arising from the Minutes of the Last Meeting.
None received.
- Co-option of a New Member.
Mrs J. Cheetham was duly admitted as a new member to the Parish Council.
The Declaration of Acceptance of Office was signed.
The Receipt of Code of Conduct form was signed and will be forwarded to the Monitoring Officer at West Lindsey District Council.
The Register of Members Interests Form has been returned and will be forwarded to the Monitoring Officer at West Lindsey District Council.
- Planning.
None received.
- Newton on Trent Primary School. Project on the Playing Field.
This item of business will be removed from the agenda until such time as the Parish Council is contacted by the school.
- Tree Planting. Queen’s Jubilee. The Green Canopy.
This item of business will be deferred. Councillor Ellis of WLDC is organising this with Cllr Thompson. As she is absent from this meeting the clerk will contact her for further information for the March meeting.
- Letter of thanks to the Children of the Primary School.
The children have been litter picking around the village on a regular basis. The Parish Council is to send a letter of thanks to the school, signed by all Councillors present. Cllr Thompson will take the letter to the school.
02.11Queen’s Platinum Jubilee. Possible event for the village.
Cllr Thompson attended a meeting of the organising group, where it was decided that they should hold a “Picnic in the Park” on Sunday 5th June 2022.
Resolved: That the Parish Council donate up to £150.00 to be spent on bunting and other decorations.
Proposed. Seconded. Carried unanimously.
02.12 New Contractor for Verge Maintenance and Grass Cutting.
Resolved: That Council approve the quotation received from Continental Landscapes for the 2022 season.
Proposed. Seconded. Carried unanimously.
02.13 Play Park.
a. Litter and Litter Bins: Acceptable
b. New Play Equipment: EIBE has surveyed the site and will produce a formal quotation for Council’s consideration.
c. Other Issues: The bus shelter needs painting. The Clerk will contact the contractor to ensure that the paint is of the same type as previously used.
02.14 Health and Safety.
a. Play Park: No issues reported.
b. Playing Field: No issues reported.
c. RoSPA Report: No outstanding items.
02.15 Newton News.
a. & b. Deferred to a later date
c. Delivery of Lincolnshire Care Services Directory. The copies are presently stored in Cllr Maddison’s garage. The Clerk will send to each Councillor, the number of houses which they usually deliver to. Copies can then be collected from number 33 High Street.

02.18 Finance.
a. Financial Statement.
Resolved: That the Financial Statement for January 2022 be approved as a true record.
Proposed. Seconded. Carried unanimously.
b. Clerk’s Salary and Expenses. £201.86
Resolved: That the Clerk’s Salary and Expenses be approved for payment.
Proposed. Seconded. Carried unanimously.
c. Invoices for Payment.
HMRC PAYE £48.60
Marmax Recycled Products. £717.60
Linc Assoc of Local Councils Membership. £143.33
Resolved: That the expenditure above at 02.18.c be approved for payment.
Proposed. Sec. Carried unanimously.
d. Possible Donation to LIVES.
Resolved: That Council donate the sum of £100.00 to LIVES.
Proposed. Seconded. Carried unanimously.
e. The Cost of Event Insurance for the Concert in the Church.
Cllr Thompson has looked into the cost of insurance cover for the concert. The cost will be £66.00. This was approved by Council.
