An Ordinary Meeting of the Parish Council

Held on Monday 11th July 2022

15.02   Apologies for Absence.

None received.

15.03   Declarations of Interest.

Cllr A. Arden. Personal interest in Planning application 145067.

15.04   Approval of the Minutes of the Last Meeting.

Resolved: That the Minutes of the last meeting, held on Monday 13th June 2022, be approved as a true record.

Proposed.    Seconded.    Carried unanimously.

15.05   Matters Arising from the Last Minutes.

Not on this agenda.

None received.

15.06   Amendments to the Agenda by resolution.

Resolved: That because of the urgent nature of the business the following items should be discussed on this agenda.

  1. Event in the Parish. Mr Shiney pro forma invoice.

Resolved: That payment of the proforma invoice be approved.

  1. Event Insurance. Payment of the Invoice.

Resolved: That the expenditure for event insurance be approved.

  1. Purchase of Paediatric Pads for the Defibrillator.

The clerk is to contact Community Heartbeat Trust for details of purchase.

15.07   New Village Signs.

It has been proposed that Council purchase new signs for the village based on the existing sign at the centre of the Village.

Cllr Goodacre has researched suppliers and designs.

Councillors have been given examples to consider so that a decision can be made at the next meeting Monday 12th September 2022.

15.08   Planning.

16.09   Highways. Issues with the A57.

a.   Highways should be approached with the suggestion that the speed limit ought to be reduced to 50 mph.

Cllr Butroid has been contacted and is to arrange a meeting at the A1133 / A57 junction to see if further measures can be taken to improve safety, reducing the speed limit being one suggestion.

b. Repositioning the Speed Camera.

Cllr Butroid will ask Highways to consider this suggestion, as well as reinstating road markings at the site.

16.10   Possible Future Events in the Parish.

To spread the workload of Councillors and volunteers the Clerk suggested that a future event could use the Village Green at Torksey, with both Parishes involved in the organisation.

16.11   Council should consider purchasing a Tablet / Phone for the use of the Clerk.

Cllr Ellis has been researching the sourcing used by West Lindsey District Council. Unfortunately, she was not able to attend this meeting.

Business is therefore deferred until the September meeting. Monday 12th September 2022.

16.12   Notice Board Maintenance.

The Clerk will continue to try and contact the provider.

16.13   Play Park.

a. Litter & Litter Bins. Acceptable.

b. Other Issues.

Cllr Arden will contact Mr Hamilton to see if he is able to install two benches in the Play Park, and repair one seat at the junction of High Street and A1133.

The bus shelter is in need of painting

A sign asking people to place their litter in the bins provided is very worn. The Clerk will approach Elite Signs for a quotation to replace the sign.

16.14   Health and Safety.

a. Play Park: No issues reported. RoSPA inspection due to take place in August 2022

b. Playing Field. No issues reported. RoSPA inspection due to take place in August 2022.

16.15   Newton News.

a. Content. Need for a proforma for all events in the village. Need for Events insurance.

b. Distribution. As usual.

16.16   Facebook Page.

Articles will be uploaded as and when needed.

16.17   Correspondence.

No Comments.

16.18   Finance.

a. Financial Statement.

Resolved: That the Financial Statement for June be approved as a true record.

Resolved:  That the Clerk’s Salary and Expenses be approved for payment.
