MINUTES
AN ORDINARY MEETING OF THE PARISH COUNCIL
held on Monday 9th September 2024.

124    Those Present.
    Cllr Goodacre.            Chairman.
Cllr Arden.
Cllr Spink.
Cllr Stringer.
    Mr R. Pilgrim.        Parish Clerk. District Councillor Torksey Ward.
125    Apologies for Absence.
Cllr M. Maddison.    Having been informed of the reason for her absence, Council approved her apologies for absence.
Cllr J. Cheetham.    Having been informed of the reason for her absence, Council approved her apologies for absence.
Cllr S. Kopetzki. No apologies given.
126    Declarations of Interest.
    None received.
127    Approval of the Minutes of the Last Meeting.
Resolved. That the Minutes of the last meeting, held on Monday 8th July 2024, be approved as a true record.
Proposed Cllr Spink.    Seconded Cllr Arden.    Carried unanimously.
128    Matters Arising from the Minutes of the Last Meeting.
    None received.
129    Amendments to the Agenda by Resolution.
    None received.
130    Memorial Bench. Sited on the Western Verge Opposite Collinmore Lodge.
    An elector has requested that a bench be sited on the Western verge of High Street.
After some discussion the request was not granted due to the problems which would be created for the grass cutting contractor, as well as the fact that the area is used frequently for parking cars. 
A Councillor will visit and offer an alternative site on the Eastern verge.
A final decision will then be made at the next Parish Council meeting, Monday 14th October 2024.
It is also possible that the new site will need permission from Highways.
131    The Giving of Animal Prizes on Land Owned by The Parish Council.
a. Resolved. That this Council ban the giving of live animals as prizes in any form on Newton on Trent Parish Council owned land.
This motion was passed 3 for. 1 against.
b. Resolved. That the Parish Council write to its member of parliament urging a ban on the giving of live animals as prizes on both public and privately owned land.
This motion was unanimously rejected.
132    Project on the Playing Field.
    Council was shown a number of examples of |Portacabin design which would suit its needs.
Resolved. That a Councillor investigate further for a possible 20’ x 20’ design together with initial costs for purchase.
Proposed Cllr Goodacre.    Seconded Cllr Stringer.    Carried unanimously.
133    One Earth Solar Project.
One Earth are to begin excavating trial trenches to gather information concerning soil types and ground planning. The works will not directly affect the village but some will be in close proximity.

134    Highways Issues.
a. Footpath to Dunham Bridge. The Parish Council is waiting for information from Lincolnshire County Council concerning the ownership of the western verge land from Dunham Road to Dunham Bridge.
b. Footpath Clearence adjacent to the Old Vicarage. The landowners will be asked to clear the footpath to its full width.
c. Missing Lamp Standard Dunham Road. Highways will be contacted to replace a missing Lamp Standard on Dunham Road.
135    Planning.
    None received.
136    Play Park.
    a. Litter Bins. Acceptable.
    b. Play Equipment. Pease see recent RoSPA Play Safety report.
    c. Other Matters.
    Ivy Cottage Overhanging Branch. The problem has been dealt with.
d. RoSPA Play Safety Reports. The report is disappointing, the Clerk will research companies which advertise play safety maintenance and repair. Council will seek a quotation to repair the worst of the problems.
137    Health and Safety.
a)    Play Park. No issues reported.
b)    Playing Field. No issues apart from the need to trim the hedge bordering the A113. The Clerk will contact Continental Landscapes.
c)    Defibrillator. All checks positive.
138    Fakebook Page.
    Items will be uploaded as and when necessary.
139    Correspondence.
    No comments.
140    Finance.
a)    Financial Statement.
Resolved. That the Financial Statement for August be approved.
Proposed Cllr Spink.    Seconded Cllr Arden.    Carried unanimously.
b)    Clerk’s Salary and Expenses.                £243.83
Resolved.  That the Clerk’s salary and expenses be approved for payment.
Proposed Cllr Goodacre.    Seconded Cllr Arden.    Carried unanimously.
c)    Invoices for Payment.

    Resolved. That the above expenditure at 140.c ve approved for payment.
    Proposed Cllr Arden.    Seconded Cllr Spink.    Carried unanimously.
