NEWTON-ON-TRENT PARISH COUNCIL

MINUTES

AN ORDINARY MEETING OF THE PARISH COUNCIL held on Tuesday 9th April 2024 beginning at7.00 pm.

St Peter’s Church, High Street, Newton on Trent.

46   Apologies for Absence.

Cllr S. Kopetzki.

Having been informed of the reason for their absence, Council approved their apologies for absence.

47   Declarations of Interest.

None received.

48   Approval of the Minutes of the last meeting, |

The Minutes of the last meeting could not be approved, as members present at this meeting were not present at the last meeting.

49   Matters Arising from the Minutes of the Last meeting and not covered in this Agenda.

None received.

50   Amendments to the Agenda by Resolution.

a.   Damage to Townend Lane verges and Manhole Cover.

Historic agreement with The Conifers.

b.   Hedging along the northern verge of Townend Lane.

The hedge needs cutting back as it is affecting the passage of larger vehicles.

The Clerk will contact RSM for a quotation.

Cllr Arden will contact Tillers Turf and Keith Popplewell for a quotation.

Proposed Cllr Cheetham.    Seconded Cllr Spink.    Carried unanimously.

51   Newton on Trent Primary School. Project on the Playing Field.

Toilet Facilities and Changing Room.

Cllr Arden is to research the supply of a larger cabin some 20 feet square or 20 feet by 15 feet.

Proposed Cllr Stringer.   Seconded Cllr Spink.    Carried unanimously.

The cabin will be lifted into place from the A1133 using a separate crane to the delivery vehicle.

The school will be invited to an Extraordinary Meeting to discuss Council’s requirements.

A separate meeting will then be held with Fytche-Taylor to discuss the management of the project including planning applications.

52   One Earth Solar Projects.

One Earth are offering a small projects funding stream of £1000.00 maximum per application.

Applications are invited from community groups to fund enhancement projects.

53   Footpath to Dunham Bridge.

It has been suggested that instead of installing a footpath, the vegetation along the A57 could be cut back to give a wide enough verge to walk safely on. Cllrs Arden and Spink will research the idea and report to Council at the next meeting. Monday 13th May 2024.

54   New Village Signs. (Report Cllr Goodacre)

The signs are being painted and sealed, and will be delivered as soon as possible after finishing.

55   Planning.

None received.

56   Possible future Events for the village during 2023-2024.

Council decided that this was best left to organisations already working in the village.

The item will be removed from the Agenda.

57   Debris on the Playing Field. Tree trimming.

The debris has now been removed.

58   Play Park.

a.   Litter & Litter Bins. Acceptable.

b.   New Play Equipment. Now being used. The installation was satisfactory.

c.   Other Issues. None reported.
   
59   Health & Safety.

a.   Play Park. (Cllr Spink). No issues reported.

b.   Playing Field. No issues reported.

c.   Defibrillator Checks. (Cllr Spink).

All completed and reported.

d.   RoSPA Reports. For discussion. Noted No further issues reported.

60   Facebook Page.

61   Correspondence.

62   Finance.

a.   Financial Statement for March 2023.

Resolved: That the Financial Statement for March 2024 be approved as a true record

Proposed Cllr Spink.    Seconded Cllr Cheetham.    Carried unanimously.

b.   Clerk’s Salary & Expenses March 2023.               £240.68

Resolved: That the Clerk’s Salary & Expenses be approved for payment.

Proposed Cllr spink.    Seconded Cllr Arden.    Carried unanimously.

c.   Invoices for Payment April 2023.

Newton on Trent PCC                        £30.00
HMRC PAYE                           £48.40

Resolved. That the above expenditure at 20.c be approved for payment.

Proposed Cllr Cheetham.    Seconded Cllr Spink.    Carried unanimously.

d.   Gallagher Insurance. Amendments to the Policy Cover.

Increase the Play equipment cover to £35,000.00.

Proposed Cllr Arden.    Seconded Cllr Stringer.    Carried unanimously.
