17.02 Apologies for Absence.
None received.

17.03 Declarations of Interest.
Cllr A. Arden. Personal and Pecuniary.
Item 7 Planning. Application 142026. Poultry units. Naylor’s Hill.
17.04 Approval of the Minutes of the Last Meeting.
Resolved: That the Minutes of the last meeting, held on Monday 14th December 2020, be approved as a true record.
Proposed. Seconded. Carried unanimously.
17.05 Matters Arising.
Nothing received.
17.06 Neighbourhood Plan.
Resolved: That the Neighbourhood Plan be suspended for the time being due to the regulations surrounding the Coronavirus Pandemic.
Proposed. Seconded. Carried unanimously.
The Clerk will inform Kate Hiseman of the Sustainable Land Trust.
17.07 Planning Applications.
Storage Shed. Southmoor Road. Nothing has been received from Planning Enforcement to date.
Cllr J. Ellis is to consult further with the Planning Department to see if the matter can be moved forward.

18.08 Installation of a Security Gate. Dipper Lane.
All paperwork required by the Parish Council has been completed by the owners of the businesses that will be funding and managing the project.
18.09 New Notice Board.
The notice Board, which will comprise three bays, is almost ready for installation.
18.10 Loneliness in Newton on Trent.
Cllr Thompson has researched the topic and been in touch with Community Lincs, which runs a Good Neighbour Scheme.
The Community Lincs scheme requires a lot of preparation and is very reliant on good Community involvement in the form of a Managing Committee. Cllr Thompson felt that a simpler scheme would be more beneficial for the Parish’s needs and will look to produce a list of people who would benefit from such a scheme.
The Parish Council will look at possible funding and ways in which it can support Cllr Thompson’s initiative at the next meeting Monday 8th March 2021.
18.11 Broadband Services in the Village.
Cllr Goodacre has researched the position in Newton on Trent.
Council came to the conclusion that there is very little that can be done to improve broadband provision at the present time.
18.12 Formation of a Litter Picking Group.
Cllr Thompson will contact West Lindsey District Council, which is running a project to promote litter picking in Parishes and can provide the necessary equipment.
18.13 Dog Fouling in the Parish.
Using a brightly coloured spray to mark all instances of dog fouling has worked well in other Parishes, especially on Play Areas and open spaces. Cllr Ellis will consult with WLDC to confirm the type of spray which can be used along pavements and open spaces in the village.
18.14 Play Park.
- Litter and Litter Bins. Acceptable.
- Other issues: None reported.
18.15 Health and Safety.
- Play Park. The clerk will check that the repair of the See Saw has been approved.
Other issues were reported, and these will be followed up in due course.
- Playing Field: No issues reported.
18.16 Correspondence:
No comments.
18.17 Finance.
- Financial Statement for December 2020 and January 2021.
Resolved: That the statements as above be approved as a true record.

- Clerk’s Salary and Expenses. £205.48
Resolved: That the Clerk’s Salary & Expenses be approved for payment.
Proposed. Seconded. Carried unanimously.
- Invoices for Payment:
HMRC PAYE £48.60
Resolved: That the above expenditure at 18.17.c be approved for payment.
Proposed. Seconded. Carried unanimously.
- Quotation from CSA Cleaning. Supply of Dog Bags.
Resolved: That the quotation be approved.
Proposed. Seconded. Carried unanimously.
- Quotation from Moulds Fencing for new gates on Townend Lane.
Resolved: That the Quotation received from Moulds Fencing for the supply and fitting of new gates to the Playing Field on Townend Lane be approved.
