MINUTES

An Ordinary Meeting of the Parish Council

held on Monday 13th July 2026

123      Those Present

            Cllr R, Arden.                                     Chairman.

124      Apologies for Absence.

Cllr M. Maddison. Having been informed of the reason for her absence. Councill approved her apologies for absence.

125      Declarations of Interest.

            None received.

126      Approval of the Minutes of the last meeting, held on Monday 11th May 2026.

Resolved.  That the Minutes of the last meeting be approved as a true record.

            Proposed Cllr Arden A    Seconded Cllr Spink.    Carried unanimously

127      Matters Arising from the Minutes of the last meeting. Not covered by this agenda.

            None received.

128      Co-option of a new Member.

            The paperwork, allowing Council to co-opt a new member, has been received.

Resolved. That Mrs S. Greasley be Co-opted as a member of Newton on Trent Parish Council.

Forms Signed:             Declaration of Acceptance of Office.

                                    Code of Conduct Received.

            Proposed Cllr Arden.    Seconded Cllr Spink.    Carried unanimously.

129      Publication of Councillor’s home address. Opting in.

            Devolution and Community Empowerment Act 2025.

Under the above Act it is now illegal to publish the home address of Councillors without their explicit consent.

A form has been supplied giving explicit consent should any Councillor decide to allow their home address to be published.

            No one responded.

130      Amendments to the Agenda by Resolution.

            None received.

131      Mobile Post Office Visit to the village. Report RAP,

A good number of replies have been received from Newton on Trent Primary School.

Forms, with a returns slip will now be delivered to all properties in the village.

The new post box, on the wall under the notice board at number 33 High Street, will be used for replies.

132      Vans on the Verge. Dunham Road.

            Ongoing. West Lindsey District Council are monitoring the situation.

133      Project on the Playing Field. Changing room with hospitality. Report RAP.

Councillors are to distribute information sheets, with a reply slip, for electors’ views and support. The new post box, on the wall under the Notice Board at 33 High Street, will be used for replies.

            Posting to the Face book page and Parish Website.

            Costings for the supply of fresh water, nd electricity, and the removal of foul water are needed.

            Cllr S. Greasley will contact Anglian Water.

Cllr R. Arden will contact Severn Trent and Northern Power.

 

134      One Earth Solar. Recent developments.

Permission to continue with the development has been granted by the Secretary of State, After an initial refusal by the Planning Inspectorate.

135      Highways Issues.

Electors living off the A1133 have complained about the speed of traffic passing their exits/ entrances particularly after leaving the A57.

The Clerk has contacted the Lincolnshire Road partnership with a request for a Traffic Survey to be carried out over a seven-day period. This will give data for traffic numbers, types, and average speeds. A reply is expected in the near future.

136      Play Park.

            a.         Litter and Litter Bins.  Acceptable.

            b.         Play Equipment Maintenance.

A quotation has been received from Online Playgrounds. Cllrs R Arden and S. Greasley will compare the quotation contents to the 2025 RoSPA Inspections and produce a list prioritising the most urgent work.

            c.         Other Matters.          

  • Dog litter bin Dunham Road needs emptying.

The Clerk will Contact West Lindsey District Council.

  • The fencing repairs at the Play Park have been completed.
  • The Painting of the surrounding fence is now completed.

137      Dog waste bins around the village. Report.

The condition of a number of the bins has been reported and Council is waiting for a decision as to whether they will be replaced. The Clerk will contact West Lindey DC for a progress report.

138      Health and Safety.

            a.         Play Park. No issues.

            b.         Playing Field. No issues.

139      Facebook page.

            Encourage electors to use the verge along the eastern side of the A57.as far as Dunham Bridge.

140      Correspondence.

            Comments on material sent out during the last month.

            No comments received.

141      Finance.

            a.         Financial Statement June 2026.

                        Resolved. That the Financial Statement be approved as a true record.

                        Proposed Cllr Arden A    Seconded Cllr Arden R    Carried unanimously.

            b.         Clerk’s Salary and Expenses June 2026.                                        £198.98

                        Resolved. That the Clerk’s Salary and Expenses be approved for payment.

                        Proposed Cllr Spink    Seconded Cllr Greasley.    Carried Unanimously.

            c.         Invoices for Payment. July 2026.

                        Resolved. That the above expenditure at 141.c. be approved for payment.
