MINUTES
An Ordinary meeting of the Parish Council
held on Monday 9th March 2026

25 Apologies for Absence.
Cllr Arden R. Having been informed of the reason for her absence, Council approved her apologies for absence.
26 The Chairman will suspend the meeting for 15 minutes to allow for a public forum.
No members of the public present
27 Declarations of Interest.
None received.
28 Approval of the Minutes of the last meeting. Monday 9th February 2025.
Resolved. That the Minutes of the last meeting be approved as a true record.
Proposed Cllr Arden. Seconded Cllr Spink. Carried unanimously.
29 Matters Arising from the Minutes of the Last Meeting. (Not covered in this Agenda).
None received.
30 Amendments to the Agenda by Resolution.
New E mail addresses / connections.
The switch to Gov.UK email addresses must be made by 31st March 2026.
Those Councillors who have not downloaded the new software have been encouraged to do so as quickly as possible and send an email to the Clerk from the new address.
31 Mobile Post Office. A possible visit to the village.
The Post Office has been contacted and is very willing to include Newton on Trent as part of its round. An application for a regular call will have to be made to Post Office Ltd. Community support will have to be sought to ensure custom, and a letter asking for support sent to the MP for the area and the local District Councillor.
Article will be posted to Council’s Facebook page and the Notice Board asking for a positive response from the community.
32 Vans on the Verge Dunham Road.
Ongoing. West Lindsey District Council are monitoring the situation.
33 Renovation of Parish Council Notice Board.
The contractor has been contacted and will deal with the renovation once the weather has become more settled.
34 Funding request St Peter’s Church. Installation of a hearing loop.
Resolved. That a grant of £500.00 be awarded to St Peter’s Church, Newton on Trent to help fund this initiative.
Proposed Cllr Arden. Seconded Cllr Goodacre. Carried unanimously.
35 Grants and Donation Policy. Discussions around updating of the Policy.
Resolved. That the paragraph under Aim and beginning “Our annual budgeting process” should be modified by removing text up to “usually in January” The paragraph will then begin “our awards are open to”.
Having been proposed and seconded the motion was carried unanimously.
36 Playing Field. Install changing room/hospitality facilities. Report. (RAP)
After an initial objection by the Environment Agency, which was settled by West Lindsey District Council, planning permission was granted at a meeting of the Planning Committee held on Wednesday 4th March 2026.
Anglian Water, Severn Trent and Northern power will now be contacted for quotations to bring services to the playing field.
The Parish Council will also be undertaking a survey to establish Parish support for the project.
37 One Earth Solar Project.
For Discussion. No further developments.
38 Highways Issues.
a. Verge clearance A57 to Dunham Bridge.
For discussion. An annual contract to maintain the eastern verge – Dunham Road Junction with A57 to Dunham Bridge,
Resolved. That a contractor be engaged to visit the site and cut back any new growth on an annual basis from October onwards each year.
Having been proposed and seconded the motion was carried unanimously.
39 Play Park.
a. Litter & Litter Bins. Acceptable.
b. Dog waste bins. Photographs of four waste bins and their positions were forwarded to West Lindsey District Council.
Council has been informed that the four sites will be visited, and bins will be renewed as deemed necessary.
c. Play Equipment Maintenance Contract. Report. (RS)
Nothing has been heard to date. Cllr Spink will contact EKM for an update.
d. Other Matters.
ASTCO Clothing. Bin has become unstable. Fence panels removed along The Paddocks.
Cllr Arden to see Mr J bean about damage to the Play Park fence along the Paddocks, and the ASTCO bin at the eastern end of the Play Park.
40 Health and Safety
a. Play Park. No issues
b. Playing Field. No issues.
41 Defibrillator.
On a recent check it was discovered that the Blue light on the outside of the cabinet had gone out. The fault was caused by the RCD which had tripped. The RCD was reset by Councillor Spink, however it tripped again and at the present time power is off to the cabinet heater. The Defibrillator is still active and can be used, but an electrician will have to attend the site to determine what is causing the RCD to continually trip out.

Resolved. That the Financial Statement for February be approved as a true record.

b. Clerk’s Salary & Expenses February 2026. £199.83
Resolved. That the Clerk’s Salary and Expenses be approved for payment.
Proposed Cllr Spink Seconded Cllr Maddison. Carried unanimously.
c. Invoices for Payment March 2026.

Parish Online. £192.00
Resolved. That the above expenditure at 44.c. be approved for payment.
