An Ordinary meeting of the Parish Council
held on Monday 13th October 2025

146. Those Present.

147. Apologies for Absence.
Cllr Maddison. Having been informed of her absence, with no reason given, Council approved her apologies for absence..
148. The Chairman will suspend the meeting for 15 minutes to allow for a public forum.
Mrs R. Arden attended the meeting and asked if she could become a member of the Parish Council. The Clerk gave her Councils requirement for membership. She will offer a letter of interest.
149. Declarations of Interest.
None received.
150. Approval of the Minutes of the last meeting. Tuesday 9th September 2025.
Resolved. That the Minutes of the last meeting be approved as a true record.
Proposed Cllr Spink Seconded Cllr Goodacre. Carried unanimously.
151. Matters Arising from the Minutes of the Last Meeting. (Not covered in this Agenda).
None received.
152. Amendments to the Agenda by Resolution.
None received.
153. Assertion 10. AGAR Year End 2026.
For the AGAR YE 2026 the requirements for assertion 10 are that Council should adopt a GOV.UK email address and an IT Policy. Councillors have been given a Model Policy for amendment or adoption at the next Parish council meeting. Monday 10th November 2025.
154. Vans on the Verge Dunham Road.
The vans are still present. WLDC is monitoring the situation but seems unable to act against this public nuisance.
WLDC will be contacted for the present position.
155. Bus shelter. General maintenance.
Letter of thanks to Newton Primary School.
156. Parish Council Notice Bard needs attention.
Contact Mark Driver for a solution, possibly Danish Oil as a a preference.
157. For Discussion. Replacement commemorative Bench for the Church Yard. (RAP)
The PCC is waiting for a Faculty to be granted, giving permission for the Bench to be installed on Church premises.
158. Project on the Playing Field. Install changing room/hospitality facilities. Report. (RAP)
The Planning Application has been delayed because of annual holidays at Portacabin. However the information needed has now been received and the application can now be moved on.
159. One Earth Solar Project.

160. Highways Issues.
a. Footpath to Dunham Bridge. Hedge Clearance. Verge Grass Cutting. (RAP)
Resolved. That the verge between Dunham Road and Dunham Bridge will be cleared of overhanging vegetation over the next few months.
Proposed Cllr Arden. Seconded Cllr Spink. Carried Unanimously.
Inform Cllr Wimsford of the fact that Council is going ahead and clearing the verge.
b. Drainage outside number 33 High Street is blocked.
Clerk will put on FixMyStreet.
161. Play Park
a. Litter & Litter Bins. Acceptable.
b. Play Equipment Maintenance Contract. Report. (RAP).
Ongoing. The Clerk will contact LALC for any information they might have for a recommended contractor.
c. Other Matters. None received.

a. Play Park. No issues reported.
b. Playing Field. No issues reported.
163. Defibrillator.
Battery and replacement pads.
Resolved. That the Clerk contact Heartbeat for replacement Battery and Pads.

Resolved. That the Financial Statement be approved as a true record.

Resolved. That the Clerk’s salary and expenses be approved for payment.
