An Ordinary meeting of the Parish Councilheld on Monday 9th June 2025
St Peter’s Church, High Street, Newton on Trent
 
 
100. Those Present.

101. Apologies for Absence.
Cllr Maddison. Having been informed of the reason for her absence, Council approved her apologies for absence.
 
102. The Chairman will suspend the meeting for 15 minutes to allow for a public forum.
No members of the public present.
 
103. Declarations of Interest.
None received.
 
104. Approval of the Minutes of the last meeting. Monday 12th May 2025.
Resolved. That the Minutes of the last meeting be approved as a true record
Proposed Cllr Spink     Seconded Cllr Kopetzki.    Carried unanimously.
Pending the addition of Cllr Arden to those present.
 
105. Matters Arising from the Minutes of the Last Meeting. (Not covered in this Agenda).
None received.
 
106. Amendments to the Agenda by Resolution.
Grass Cutting 4 & 6 The Brambles. Member of the public.
The land in question is not owned by anyone. It is intended to be communal land for the surrounding area to use. All surrounding properties (11.12.14) are equally responsible for the maintenance of the area.
Vans outside number 6 Dunham Road. People are living in them whilst working in the area.  Contact West Lindsey enforcement.
This is causing problems for the grass cutting contractors.
 
107. Open Reach Wayleave Agreement. (RAP)
The Clerk signed the necessary forms. The payment has been received.
 
108. Bus shelter. General maintenance. (Newton on Trent Primary School.)
For Discussion proposition to install planters each side of the entrance to the Bus Shelter.
Resolved. That Council approve of the provision of planters each side of the opening to the bus shelter, Dunham Road
Approved.  Proposed Cllr Goodacre.    Seconded Cllr Arden.    Carried unanimously.
 
109. For Discussion. Replacement commemorative Bench for the Church Yard.
Resolved. That Council replace the old wooden seat with a recycled plastic Seat.
Approved Proposed Cllr Kopetzki.    Seconded Cllr Spink.    Carried unanimously.
 
110. For discussion. Fence. High Street/A57 in need of attention. (AA).
The fence has been replaced. 
Council will pay the invoice for Materials. 
The contractor will invoice for labour.
 
111. For discussion. Play Park. Replace the damaged fence on the Paddocks boundary. (AA)
The fence has been replaced. See item 110 for details.
 
112. Project on the Playing Field. Install changing room/hospitality facilities. Report. 
Contact Portacabin for a quotation and progress report.
 
113. One Earth Solar Project.
For Discussion. One earth Community Fund.
The Clerk will apply for the application forms.
The deadline for applications is 31st July 2025.
 
114. Highways Issues.
Footpath to Dunham Bridge. Hedge Clearance. Verge Grass Cutting. (RAP)
Highways has been contacted for a site meeting and assessment of the verge for use as a footpath.
Highways reference number 4204068 has been allotted to the request.
The Clerk is waiting for a Highways officer to contact Council.
Missing Lamp Standard. (RAP)
The missing lamp standard has now been reported several times, but very little has been done to replace it. The Clerk will contact  Lincolnshire County Council again to emphasise that the missing light is causing problems.
 
115. Planning.
None received.
 
116. Play Park
Litter & Litter Bins. 
Acceptable.
Play Equipment Maintenance Contract. Report. (RAP).
A contractor was to submit a quotation for the work. However, since the first meeting nothing has been heard from them. The Clerk will contact them again to see if they are still interested and intent to quote.
Other Matters.
Tree Works in the Play Park.
The works have been approved and booked. 
The trees on the Paddocks boundary will be crown lifted as soon as possible.
It is now almost ten years since the trees were pollarded. A n inspection will be carried out in the Autumn to see whether pollarding is required this year.
 
117. Health & Safety.
Play Park.  No issues reported.
Playing Field. No issues reported
Pedestrian gate. Needing attention.  Cllr Arden to provide details of a new gate design.
Defibrillator.  Ckecked and active.

Resolved. That the Financial Statement be approved as a true record.

Resolved. That the Clerk’s Salary and Expenses be approved for payment.

Gallagher Insurance. £735.07
Resolved. That  the above expenditure be approved for payment.
